Looks like rust forming underneath the chrome causing the bubbling. Can't do nothing about that, if that's what it is.
Heavy oxidation on chrome rims :o(

It can't be rust because the rims are aluminum.
Were the rims ever run in winter where salt or any of the other road cleaners were used (potassium chloride, magnesium chloride or the brine solutions they pre-treat roads with)?
Are those spots raised above the surface, or under where the finish looks like it bubbled up? They almost look like water spots - were the rims cleaned before being put away 2 years ago, and not dried?

Guys,
Be careful how you store chromed rims. This is the second post in a couple months where someone stored their rims w/o protecting them and got corrorsion. If you see green, black or brown corrosion on chrome rims, the rims have pitted through to the base metal. You can polish them to remove the corrosion and bubbled-up chrome, but they won't come back to new.
If you're gonna store rims for ANY length of time, you need to wash them thoroughly and then put on a protective coating. A good wax would do as would a sealant. Sealant then wax would be even better.
I would also recommend storing them in a cool, DRY place and cover them. Do not leave them outside or in your garage. Do not allow water or moisture to collect and sit on them.
Even doing that, I'd uncover and wipe down and re-coat once every few months. That may be a PITA, but it will save your rims. How much are they worth?
