Very interesting, and I don't recall this sort of compensation ever happening before.
Some of the owners no doubt purchased the Hyundai or Kia over another brand in large part due to the (inflated) better mileage. Compensation for lower mileage doesn't help that, so the payments are a small price for Hyundai/Kia to pay for increasing market share. Some would call it clever, some would call it sleazy, and some will say it was just an innocent mistake.
