I'd agree with that...
I tend to stick with the orange foam cutting pads when using foam cutting pads because in most cases they'll get the job done and I already have a ton of pads in the pad cabinet in our garage and don't want to try to warehouse another size, type and color.

Fiber pads in general will cut better than foam pads because each individual fiber can make a cut into the paint on it's own and fibers are a type of abrasive in the context of buffing pads.

The way I like to say it...
All other factors being equal, foam pads will finish down nicer on a wider spectrum of paint systems as compared to fiber pads of any type.
