I think I have to agree with others here. This is probably a marketing fail more than anything else. Having used D114, I am of the opinion that a gallon is worth more than what they're charging. Trying to get that message across to detailers would be tough to do, and may not even be worth their time.
But I don't understand how PBMG can have multiple overlapping products, all competing with themselves, and can remain profitable. But these guys can't figure out how to make money on such a brilliant product.

Long before our association with 3M we would discontinue products based on poor sales. Not every product is a hit, and those that aren't really do need to be euthanized to make room for others. If you know the Meguiar's history, you know that we started off as a furniture polish company back in 1901. We eventually got out of that business entirely due to slow sales, and that was actually quite recently (like, in the last 10 - 15 years). This whole world of car care products can be a crazy one, and products that are truly outstanding sometimes are either misunderstood by the masses, or lag in sales for other reasons. On the flip side, there are products on the market today that detailing enthusiasts deride as being absolutely horrible in every way, yet they sell like crazy to the masses. Go figure. At some point you have to make a business decision, whether you're as large as 3M or as small as a local corner Mom & Pop retail store, as to what items you'll make/sell/represent/etc and which ones you won't. It really is as simple as that.Thus if it is based on sales (accounting department) I'm sure 3M had some say in it.
