Need Suggestions on removing these marks

So my friend asks me to get these "Marks" off her center console. She tells me she has no clue what it is and how it got there. I tried scrubbing it with a applicator pad and some DP Interior cleaner. This stuff didn't budge. It looks like dried paint? She swears its not. I even tried to clay the stuff, and it did nothing. Anyone have any ideas of how I can get these marks off?

Is it a braised? Is that the right terminology lol? Or are they like ink spots?!!?!?!!?!?
 
Can it be that the paint on the center console been chipping away? Is it raised or indented?
 
Are they raised up spots? If so, I would try letting some of that DP dwell on there and use something like a credit card to see if it scrapes off.
 
To answer everyone's question...they are slighty raised. I know it isn't the paint chipping away.

Gasoline can dry like this? It certainly seems like paint or something.

She tried the magic eraser.....nothing! This is like some impenetrable alien snot or something!

I might let the DP dwell and try a plastic razorblade or something.
 
I'd definitely try a plastic razor blade. If you have access to a steamer you can try that too. Sometimes the heat will break it down better and enable you to remove it.
 
Could be the infamous "artillery fungus" spores - looks like it. Does she by any chance park near mulched flower or shrub beds? Are the spots anywhere else on the car? Here's a link w/ some photos: Artillery fungus disease factsheet. It's a bear to remove. Scraping and bleach/ammonia are the best I've found. You might try scraping and then a light abrasive polish. Good luck if that's it.

I've never heard of this. Good info though. At least I'll know what it is if I come across it.

Where the hell do you get plastic razor blades? lol I went to Home depot and asked a few people and they thought I was crazy. hahaha They said they never heard of it.

I have bad artillery fungus problems. I can be polishing a car at the house and have to wipe off new spots as I go around the car. It is easy to remove when it is fresh. If it has been a while, good luck! I use the plastic razor blades if it is on paint. PITA. To give you an idea, even M105 and an orange pad will not remove it!

I thought it might be that because it looks just like it, it being inside through me off though

You have my sympathy. I have it a bit at my house, on the northeast side siding. I keep after it every year. I've seen it ruin drop tops. Be aware that artillery fungus typically shoots the spores towards the light and bright/light colors. Both our cars are grey/black, so I don;t have a prob there. If you have white/light color cars, park and detail them in the garage. If you don't have a garage, replace the mulch in that area of your house.
