My recommendation for people who were nervous about using coatings always was to use a WOWA sealant for a while to get the hang of what stuff likes like while it flashes, what high spots look like, how long you have to wait to remove high spots, etc.
However, Gloss-Coat is purportedly even easier to use than Opti-Seal (I can't weigh in on that because I haven't used my G-C yet). It does sound like perhaps you simply used too much product.
When you say "cloudy" is the "mess" really whitish in color, or is it simply clear but won't wipe off? I guess on the plus side it probably hasn't fully hardened yet, and G-C may be less difficult to polish off than OC 2.0, but my guess is it's not going to buff off easily and that's the only way you're going to get it off (by machine). I'd start with your finest polish on a finishing pad and see how you do.
If no one mentioned this before pictures might help. One thing that's important on reapplication, when you wipe on the coating, when it flashes, there should be nothing visible left on the surface. If there is some remnants, that should disappear in 30 seconds or so (depending on temp and humidity), if it doesn't, that's a high spot that needs to be removed before it cures.
If you were leaving something on the surface (that you could see) when you were done with a panel, then that was too much product and may have lead to the problem you have.
