Oxidation and hazing are different. Oxidation would come from sprinkers, hard water spots. It etches paint, and sometimes even a PC would work, and you will need a rotary. I would hit is with something that isn't too oily. I think the XMT3 is = to #83 in cut so try that.
EDIT: Don't set a price yet. Do a test spot and see if you can even remove the defects. The last thing you want is to tell them a number, and then not be able to deliver the results that the owner is expecting.
