Truthfully I can't say if either are safe for chrome (never owned a vehicle with chrome wheels).

If you want to err on the side of caution though, get Mothers All Wheel & Tire as it edges out Eagle One A to Z in performance--although A to Z is about $2 cheaper at Wal-Mart if price is a concern.
 
The number one thing to do is keeping applying, scrubbing and then rinsing until the foam coming off is white.
