This is what I think, but the scientist says no. It has to absorb UV light or it doesn't do anything. Don't know.
I don't wish to make an argument but try to think of a scientific explanation for your thoughts. If the UV is neither absorbed or reflected by the layer... well then it is going to hit the paint/clear. I think Mike is probably going more along the lines of "it won't do any harm", which is probably right. That said, if you rub tanning oil onto your skin...
My point was more that there is a subtle but crucial difference between a product which is UV stable when applied and one which protects from UV.
