What is Happening Doesn't Make Sense

No, I haven't had that problem. If you are, perhaps it is throw from dried product on the edge of the pad from a prior use??
 
BlackCoupe this is just total theory because I have no clue if this could even cause what you're experiencing with your #! and #2. When you're using three steps could you be rushing them a little more and the polish doesn't break all the way down versus the two stepper breaks down to a very fine finish. Hope this doesn't confuse any issues. Just a thought.

That doesn't confuse anything at all, and thank you for reading my post. I do not think I rushed the process, because I was doing test areas and really trying to see what would work best--in other words, I was only going a 2X2 area--so I don't think I was rushing as onw might suspect human natire might dictate were I doing, let's say, half a hood.

No, but I always use a foam gun to presoak a car, after I rinse it. This helps a lot. I don't let my car get that dirty where I have to use a 2 bucket system. And in case it does get very dirty, I rinse it first, presoak it with a foam gun. After 5 mins I rinse that foam off, and refoam with a foam gun again. I did that after a couple trips to South Lake Tahoe.

That's my next buy....the foam gun.....:)

sorry, did not save it. Hopefully TRHLAND can forward to you, if not let me know and I will recreate something. Basics is taking a area after polishing and wiping down with alcohol/water to remove fillers and make sure they are not hiding swirls you thing are gone. Thus if caught you can now move to more aggressive pad or polish and restart before finishing an entire car.
