You say ring of crud, what color is the crud? Is it in the recessed areas of the wheel that have a texture or is it white and flakey looking?
Reason why I asked. These wheels are clear coated and they will over time start to lose the clear coat. That can make them look chalky in certain areas. Most of the time this can be from neglect or someone using some really harsh chemicals in the past.
If they are rusty brown in the areas of the recesses, then you can get some Sonax Full effect, Iron Out, or another that is specifically formulated to break down the old brake dust and iron deposits. I have also taken light steel wool and agitated these areas. It could take more than a couple of times to really get them cleaned.

I've had good luck with Pinnacle Advanced Wheel Cleaner with a scrub brush plus a Doobie Scrub Pad for the really Dirty Wheels:buffing:

The crud is rusty brown. I used meguiars hot rims all wheel and tire cleaner twice. It cleaned most of the wheel pretty well with some elbow grease thrown in 
I think you are right about steel wool but what grade? I hope to be ordering some sonax and ironX soon and will try next time i do customers car. Thanks!

Is the clear coat failing? The finish looks uneven?
If the aluminum of the wheel is exposed by the peeling CC, your options for wheel cleaners are more limited.
I would run down to Wal-Mart and grab some DUB Color Changing Wheel Cleaner. $8 and works almost as well as Sonax Fe which is twice the price.
This may sound a little crazy but when it comes to caked on dirt and brake dust I use diluted CG Grime Reaper in a spray bottle and some super fine grit steele wool to lightly loosen the dirt that won't otherwise come off. It takes a very light touch though.
