Aw bummer, thought it was something else. Didn't knew clear coat failure could look like plastic getting peeled off. Thanks guys!

Severe clear coat failure. Time for a repaint.

May have already been repainted and the painter didn't use good prep methods.

Agreed. Happened with my used car. They repainted and went right over the old clear coat. Luckily it was just the bumper.
