ONR has never been marketed as a waterless wash. The reason why most choose ONR as a waterless wash is because it is so economical compared to a dedicated waterless wash. I have seen detailers use ONR at 256:1 as waterless wash to save money
If you do not have access to a water source (hose or pressure washer) I would fill a bucket with warm water and car soap. Then fill a spray bottle with solution from the bucket. Pre soak the panel and wash with a wash mitt or microfiber. Dry with a waffle weave.
Just add 1/2 ounce of car soap to a gallon of warm water and also fill a spray bottle from the solution. Pre soak the bird droppings with the spray bottle then pull a microfiber out of the warm soapy water and lay it on top of the bird droppings. When it softens , wipe off. Go back over the spot...
if you really want to go fast fill up a bucket with car soap and wash the whole car and dry (no rinse - no hose) and top it off with Meguiars Fast Finish
Since you already have the pressure washer out just use Meguiars Car Wash Plus. No bucket needed and will remove your light scratches. Much faster than ONR since you can wash the whole vehicle before rinsing --- With your method if you spray off the car first and then use ONR, the water left on...
