It appears from the picture that water got under the paint to the metal and there's no longer any paint left. Just rusty metal. I'd need a better look at to tell. Can you flick the edge of the paint and get more to come off easily?

Wolfgang Cockpit Trim Sealant works great. Dries to touch rapidly. It's not cheap but I'm still on my first bottle I purchased years ago and I've detailed hundreds of cars with this one bottle.

The yellow one was a wetsand, cut and buff but I believe it was for an extreme orange peel problem with a new paint job. Very nice car.
