Don't use goo gone on dipped wheels. It'll take it right off. Not as fast as a naphtha or other solvents, but it'll remove it nonetheless.•The guy that lives up the street

For those I've used the following:
-Regular 2-Bucket Car-washing
products/processes
-Meguiar's D114 @1:128 ratio
-Meguiar's D120 @1:10 ratio
•Once they're clean; and to
get the plasti-dipped wheels
to look "extra shiny":
-Goo-Gone
